it looks like to me that Palin is setting herself up to run as an Independent.
Or if she is planning on running as a Republican she is going to do it by breaking 'all' tradition and wait to jump in VERY late and 'without' big donor donations (so she can bash Obama and Republicans for their fund-raising) - having the grassroots foot the bill for her campaign.
