it appears congress is in recess; will Obama make some recess appointments?
To me this is yet another test of his leadership.
Goodness knows that the repugs have gone out of their way to cripple his administration.
You can't govern without leadership posts being filled.
I know there are literally dozens, but of course the one that comes to mind is the CFPB.
Repugs will do anything to cripple - no kill - this agency. So appointing Richard Cordray now is imperative.
Or will Obama be gun shy after this last go-round?

The Senate is controled by democrats.

3. I must have misheard. Thought NPR said congress was on recess
and by congress, I guess i assumed that meant the Senate also.
But at some point, I would think the Senate would recess too.

5. Here's an explanation.
After the House of Representatives passed the bill to extend the debt limit, it adjourned for the summer, but not before Republicans took advantage of a procedural move that will help block President Obama from making recess appointments during the upcoming break.

While the House will be adjourned, it will continue to hold so-called "pro forma" sessions throughout August. Though it's the Senate that must confirm presidential appointments, under the U.S. Constitution, it cannot adjourn for more than three days without the approval of the House. Therefore, the House has maintained the ability to prevent the Senate from going into full recess, effectively blocking Obama from making recess appointments.

11. You can't.
It's also holding pro forma sessions, last I heard. You can't call back into session a committee that hasn't adjourned.

6. We keep forgetting that the Senate with its present rules is
basically dysfunctional. Repugs can easily rig it so there will be no recess appointments.
