6. I think he meant in the sense that it was very complex and took a great deal of effort.
Clearly its not a "masterpiece" in content.

9. Yeah, I think I figured out what happened..
"I hope to consider the Wall Street reform conference report later this afternoon," Reid said as he opened the floor. A spokesman for the majority leader confirmed that Reid will move Tuesday to end debate on the bill, which will likely result in a final vote Thursday.

How quickly the majority leader is able to call a final vote on the sweeping financial overhaul bill depends on the Republicans and whether they are willing to cede the mandatory 30 hours of debate time required before the roll-call vote to end consideration of the bill. But as of Tuesday morning, a spokesman for Mitch McConnell (R-Ky.) said it was unlikely Republicans will agree to give up any debate time, forcing Democrats to burn all their time before a vote can be called on what may become an inevitable end on the sweeping reform legislation.
