Is this new Obama nuke strategy different from the Treaty that is suppose to be signed?

It seems like they're 2 different things. I think the treaty is called START, but this thing about not firing weapons is called A Nuclear Posture Review or something like that. So what exactly is it and does it need to be voted on by the senate?

It's a treaty to start reducing nuclear stockpiles between the two countries and regulate or ban testing.

The announcement that is supposed to be coming tomorrow is that he is changing the nuclear strike policy.
