The most important thing in politics is momentum. This bill has momentum.
I can almost feel it.

No votes switching to Yes, the CBO report, Obama postponing the trip. It's going to pass - maybe narrowly, but it's going to pass.

Then they stop. The result is generally not favorable for said object. Nor for any caught under it.
