The senate is in recess right? Is Obama going to appoint a labor guy like Bush did during recess?
It seems that's the only way to get labor guys thru is during recess.

but it would require assertiveness and political fortitude on behalf of an important constituency of the base.

And it might make Ben Nelson angry....

cooperation on the Jobs bills. Either waiving cloture or one or more Republicans voting for cloture. If that is a reasonable possibility and this recess appointment could jeopardize that, it probably is not worth it. Another side to the question is whether there are other good people the President could name that would NOT be filibustered.

7. Recess appointments are usually a bad idea
Particularly for agency appointments. A recess appointee loses their job when that session of Congress ends. It is hard for them to exert any leadership in their agency because the staff people there know that the appointee will be gone in a short amount of time. Makes for poor administration.
