...and one which the Democrats should do when they're out of power. The British system of shadow Governments identifies a set of political experts who can reasonably be expected to step into Cabinet posts if their Party wins the next Election.

Now, all that being considered, just opposing the Administration's policy doesn't a Shadow Government make....
