Chavez: the OAS should be buried
“The Organization of American States (OAS) is like a corpse that must be buried," was the statement made by Venezuelan President Hugo Chávez on his arrival in the Gran Mariscal Ayacucho Air Base in the Ecuadorian capital.

In response to a question by a representative of the press in Quito, as to his expectations , after the recent elections in that body, the Venezuelan head of state said that “you can’t expect much from the OAS. It’s like a corpse that must be buried. "

He said that it was a question of establishing what was agreed at the Rio Group Summit held in Cancun and will be born at the upcoming summit in Caracas next year: the Community of Latin American and Caribbean States.

"Thanks to the support of all the countries of our Latin America and the Caribbean, there was no country that opposed or made any exceptions and objections to the summit in Caracas ," the president said.

He insisted that this alliance has to be a body to replace the OAS, and that "the OAS is a sign of dying empire."

My opinion: The probability of forming a Community of Latin American and Caribbean states in July 2011 is practically zero. Nations such as Chile, Colombia, Brazil, and Mexico have a lot more riding on good relations with the US and Canada than Venezuela. They will likely have center-right or moderates serving as Presidents. And they're not about to do much to help Chavez unwind himself from the OAS, when the Interamerican Human Rights Commission is asking Chavez to improve the human rights problems in Venezuela.

The other interesting issue looming in the horizon is the high probability that the Cuban regime will change, either because Raul Castro will assert himself and tell his older brother Fidel to accept he is retired, or because the younger generation will do it for him.

This community of latin american and caribbean states is going to end up like Venezuela's entry into Mercosur, sitting in the in basket, waiting, waiting, and nothing happening.
