3. Glad to have read this part again. This time I finally grasped it:

One of the central problems in the Honduran Constitution is that the Supreme Court is appointed by the Congress, so there is no real judicial independence <18>. The nominating committee is a laundry list of every special interest in Honduras.

The points made in this article are important.
