President Garcia´s Smoke at work here and working overtime friends.
Just look at the timing of all of this.
Last week he tried throwing a big party to hide his Petroleum Scandal and that one did not work, he had only one card left and as allways let´s pick a fight with Chile or Ecuador.
The Petroleum Scandal has exposed The Manager of Petroperu selling out Peru and Peruvians by awarding prime petroleum contracts to companys that are not qualifyed to opperate these blocks for the maximum benefit of Peru and Peruvians, they recieved these contracts because of under the table dealings. (many of these companys no one has ever heard of) yet here they are acting like big players and Peru is left with the big mess after the are gone.
Just more of the same Peruvians selling out Peruvians.

The BBC's account gives some more details--and I see that Bolivia's access to the Pacific, negotiated between Batchelet/Chile and Morales/Bolivia last year-- may be at the heart of this spy business, with the U.S. as the lurking party, possibly trouble-making through its puppet Garcia. The BBC alludes to this in its final two sentences--about the 19th Century War in the Pacific and Chile/Peru's current maritime border dispute.
Batchelet negotiated the end of the Chile-Bolivia part of that same old dispute by giving Bolivia access to the sea just around the time that the Bushwhacks were trying to overthrow Morales by supporting the white separatist rioters and murderers who wanted to split up Bolivia (and take its major resource, gas, with them). Peru's corrupt and now murderous US puppet, Alan Garcia (dozens of indigenous shot like dogs, from a helicopter gunship), was the ONLY country in South America that didn't attend the UNASUR emergency meeting, called by Batchelet, to back up Morales. (Even Colombia attended--and voted with the majority!) Peru has given Chile a lot of grief about this Bolivian sea access gesture by Chile. And it's quite possible that that, and also Peru's failure to attend that UNASUR meeting, were both Bushwhack-dictated.
President Obama has failed to take control of Latin American foreign policy and is yielding it to Puke creeps like Jim DeMint, who has held up all of Obama's L/A appointments. So there is still a raft of Bushwhacks in embassies in Latin America, no doubt colluding with the worst elements of L/A society--fascists, coupsters, racists--to cause as much trouble as possible, for purposes of an oil war, after a period of "divide and conquer." In this case, Peru is accusing Chile of spying on Peru's military capabilities, through two Chilean military officers, getting their info from a Peruvian air force officer. The Peruvian officer and the two Chilean officers have all been arrested by Peruvian authorities.
Since Garcia is a dirtbag, lying, fascist, Bushwhack tool, I don't believe anything the man or his government says about anything. Chile may have been spying, maybe not. If they were, I'm sure they had good reason to do it, since Garcia is not to be trusted, and he could well have been plotting a military move against Chile over this Bolivian sea access thing. (That's what the dispute is basically about. Garcia has claimed that it involves land that is Peru's.)
South America has one main strength in dealing with the hostile, corporate-military giant to the north--our own country--and that is UNITY. And the Bushwhacks, and now, apparently, the Obamites as well, are working feverishly to divide these countries. That is why I suspect a US hand in this. Garcia has his marching orders--in exchange for all that "free trade for the rich" and US military booty he's getting--and his orders are to
cause trouble. I also suspect that he was collusive on that Bushwhack attempted civil war in Bolivia last year, which is why he didn't show his face at the UNASUR meeting.

Peru and Chile in 'spy' scandal
President Garcia cancelled planned talks with Chile's Michelle Bachelet
A new diplomatic row has erupted between Peru and Chile after a Peruvian court ordered the arrest of two Chilean military officers over alleged spying.
The court accused the officers of paying a Peruvian air force officer to reveal national secrets.
Chilean Foreign Minister Mariano Fernandez has denied his government has been involved in espionage.
But Peru's President Alan Garcia said he was leaving the Asia-Pacific summit in Singapore a day early over the row.
He also said he had cancelled planned talks with his Chilean counterpart, Michelle Bachelet, at the Apec summit.
"I am returning 24 hours earlier than scheduled so I can obtain complete and sufficient information (on the issue) and to be able to speak from Peru," Mr Garcia said, quoted by AFP new agency.
Reports in the Peruvian media said Lima had recalled its ambassador to Chile for talks.
Claims dismissed
Speaking in Singapore, Chile's foreign minister said: "Chile does not engage in espionage.
"We dismiss any charges the Chilean government is involved in anything illegal in regards to relations between the two countries," Mr Fernandez added.
The Peruvian air force officer, Victor Ariza Mendoza, has been arrested and charged with spying.
Lima-based El Comercio reported that Mr Ariza had worked at the Peruvian embassy in Santiago in 2003.
Tensions are already strained between the two countries following a military exercise staged by Chile last month near its disputed border with Peru.
Peru and Chile have been embroiled in a bitter border dispute since the late 19th century, when Chile defeated Peru in the War of the Pacific.
