... In December 2008, more than 30 countries reached consensus at a Latin American-Caribbean summit to urge the United States to lift its almost five decades of economic sanctions on Cuba ...

Venezuelan President Hugo Chavez said on Tuesday that "Obama's arrival really marks a change in U.S. relations with third world countries."

He hopes Obama "looks to Latin America with a new view, with a new focus of respect toward the democracies and the changes" in the region.

But Chavez is not holding out much hope for major changes, saying that "no-one here holds any illusions. It's the U.S. empire" ...

1. Also, OAS's Miguel Insulza said he believes Obama will initiate communication with Cuba & Venezuela
and another country, probably Bolivia, I'd guess.

Interesting comment from that guy.
