Which part of the U.S. government is outsourcing jobs to a call center in Costa Rica?
Stumbled upon this announcement on craigslist: (safe for work/school):

We are a rapidly growing call center, and we need Service Reps with perfect English skills.
Our account is with the US Government, and is the most honest job you could find in Costa Rica.
Our project will last for years, so this is a long-term job.We need good people,
American's and College Students with a great, hard working attitude.

Hours are 11am to 8pm / Monday-Saturday
Call today for an interview, and maybe start tomorrow.

With all the people out of work in the U.S., doesn't it seem unusual that a contract with the U.S. government for telephone service reps (with perfect English) would be awarded to a company in Costa Rica?

The telephone number is a cell phone, so I have no idea what the company is named.

As I have been looking for a job in recent months, I have found that many, if not most, employment ads on Craigslist are scams.

7. Yes there are a lot of scam ads on CL, but there are legitimate ones too.

I have had interviews from ads on Craig's List. I also got a job or two there. Besides the scans, another common occurrence is employment agencies putting up ads for jobs, which may or may not exist, just to get you in the agency.
