Look, it works for education, why not give an INCENTIVE to create jobs and a DISINCENTIVE to ship jobs overseas.

10% unemployment = 50% top tax rate corporate = 85% individual top tax rate for more than $250k/year
4% unemployment = 20% top tax rate corporate = 25% individual top tax rate for more than $250k/year
1% unemployment = 0% top tax rate corporate = 10% individual top tax rate for more than $250k/year

That way, the FREE MARKET can fix unemployment.

Now if I can think of some analogue to "standardized testing" for the wealthy and corporations that is just as stupid the analogy is complete.
