1. Head of Agriculture is an elected office in Iowa??!?

Has that always been the case? I grew up in Iowa, but I don't recall that. I would have thought the Governor appointed someone to such a position.

2. These positions vary state by state.

And can also change.

In California for instance, the man heading the Agency that oversees pesticide applications and all rules and regarding those is appointed.

Whereas Jim Hightower, of Texas, first held office there because such a position is elected.
