Don't political billboards have to include the same disclosure about who paid for the message

that broadcast and print media do? I pass by a billboard on I-65 just north of Nashville with a message that reads something like "Return America to the values that made it great---vote Conservative," with no indication of who paid for it. Does anyone know if this is a violation of the law?
