Pentagon revises military mentor rules

WASHINGTON — Retired generals and admirals hired by the Pentagon as "senior mentors" can earn $50,000 in annual extra pay and might be able to keep their names hidden from the public, according to documents and interviews.

Since Defense Secretary Robert Gates announced sweeping changes to the mentor program in April, the Pentagon has been busy revising his guidelines. Gates issued rules then that capped mentors' pay at $179,000 a year and required those working more than 60 days a year to file public financial disclosures.

Gates also made mentors subject to federal rules designed to prevent conflicts of interest; previously there were few restrictions as mentors worked for the military as private contractors.

The Pentagon, in a memo released in April, said it relies increasingly on retired officers to run war games and advise active-duty commanders.

Among the changes since April:

With the extra pay, revealed in new guidelines issued by the Army last month and confirmed by the Pentagon, retired three- and four-star officers can make as much as $230,000 per year.
