Cuffed man's injuries piquing questions
State reviewing claims man was struck repeatedly

Illinois State Police are investigating how a handcuffed man was injured outside a Mount Sterling bar in June.

Attorney Jerry Hooker said he noticed Rex Kindhart, 26, of Versailles had a black eye and marks on his face when he went to Hooker’s office shortly after his release from Schuyler County Jail. A jail booking photo of Kindhart taken the night of his arrest also indicates injuries to his face.

Mount Sterling Police had arrested Kindhart about 11:35 p.m. June 3 on a felony charge of criminal damage to property and a misdemeanor resisting or obstructing a peace officer charge. The arrest came after Brown County Sheriff’s Deputy Tim Edwards and Mount Sterling Police Officer Randy Mathewson responded to a call at Booter’s bar.

Kindhart was handcuffed with his hands behind his back and was compliant when the deputy left him outside with Mathewson, Brown County Sheriff Tom Snowden told the Journal-Courier. The deputy went inside to talk to witnesses.

When he went back outside, he reported seeing a handcuffed Kindhart struck multiple times in the face and a foot placed on his throat, according to Snowden.

The deputy also reported Kindhart had been “heavily pepper-sprayed,” Snowden said.

1. Beating cuffed prisoners is routine among cops now.
Once a prisoner is apprehended, and once the cop thinks no one is watching, it's beating time.

I used to know a deputy in that department. This doesn't surprise me.
