There is a reason they don't know.
Usually it's mocked up as a cost saver or that the positions are only temporary.
Sadly, it's definitely neither. Contractors can cost up to 4 or 5 times the amount an employee would...and NO government employees are not lazy (at least not collectively but you can find lazy anywhere...public or private.)
It's gotten worse too. There are intrinsic and necessary functions outsources so far that the companies outsourced to often NEED to be rehired else certain necessary functions will simply not get done.
The bane of DC is IBM. They are not good service providers to boot. CACI, Northrop Grumman, and other big boys have real reputations...money hogs. We're not just talking about engineers...we're talking actual positions that could be held by employees.
It's no wonder they don't know how many people work for them. Head count is for employees. Contractors are just a single blanket line item for costs often.
If most of the US knew just how privatized the government was and just how much power those companies have they'd really be scared.
The contractors themselves are not bad people...many of the companies (the larger the worse) are. Most of the truly temporary positions are handled by smaller specialty shops. One company I try and force a lot of work through is a husband wife team for programmers that use a specific programming language. Very nice guy. Treats his people very well...like human beings.
