SAN DIEGO -- 10News obtained video that shows a man being hit three times by a San Diego sheriff's deputy and while some are calling it a shocking display of excessive force, the sheriff's office says the punches were justified.

The video, which was shot by a 10News viewer, shows a man lying on the ground who had just been shocked with a Taser. The deputy on top of him was heard saying, "Give me your hand" twice. As he said it, the deputy punched the man once, twice, then a third time.

The man who shot the video, who does not want to be identified, said he heard the blows from across the street.

"You could hear the pop when the fist was hitting him in the back of the neck, and you could hear the popping on it," he said.

He said he saw the deputy use his Taser on the man and couldn't understand why he asked him to move after being incapacitated by a powerful stun gun.
"I don't know people who can get up after being tased," the man told 10News. "He did not move, did not struggle at all. He fell straight to the ground and that was it for him."

3. In almost every video I have seen, almost every article I have
read about cops using Tasers, the stupid cops always order the person they have just tased to do something that the Taser has rendered them unable to do. Usually the cops then call that "noncompliance" and tase the victim again for not doign what they said to do. Don't cops know the effect of a Taser? If they have any training, they should realize that after being tased, a person cannot get up and do what they say to do.

7. The officers who are trained with tasers are supposed to be tasered as part of the training.
This, so that they know what the effects of it are on the body first hand. It seems they are not being tasered enough.

8. I think the training is for them to ask tased people to do things they can't comply with
This then turns to "resisting arrest" if it needs to be and/or justifies the beatings administered that AREN'T caught on video.

the story says:

"In fairness to them, there is not enough to say if this was excessive force or not. What I can say is unfortunately, what we're seeing right now is an overuse and an abuse of the Taser in law enforcement in situations where it is unnecessary."

And of course, we don't see what led to the confrontation.

So many "police are pigs" threads on DU offer a skewed view of a given incident, from which others draw conclusions that can't fairly be objectively drawn without an honest review of all necessary pertinent facts. And in this case, as in others, much of the needed facts to make a judgment are at this time unknown. We have a he said - he said situation and a video of part of an event. That's not enough info, for me at least, to reach a sincere conclusion.
