I need you help to answer our new Rep. Tom Graves.

I need you help to answer our new Rep. Tom Graves.
I sent him an email telling him he's really started off on the wrong foot with me by wanting to repeal the new Health Care law. I just got a letter from him in the mail today, and here's a quote:

"You may be interested to know that President Obama's new health care law has increased taxpayer funding of contraceptives and abortion. This increase comes from a provision that allows all states to provide Medicaid "family planning" services even to individuals who do not qualify for Medicaid. Additionally these services can now be provided with federal government approval. This will allow more taxpayer money to go to clinics that promote abortion and distribute contraceptives.


I believe that federal and state governments were established to protect our lives and the lives of the unborn. I believe an unborn citizen is to be guaranteed life by the governmental authorities. For that reason, I BELIEVE THAT NO FEDERAL MONEY SHOULD EVER BE USED TO SUPPORT OR PROMOTE ABORTION.Please be assured, as your
Representative to Congress I will continue to protect the lives of the unborn.

As I understand it, the only way fed. $$ would be used for family planning services under the new health care law is IF that state doesn't set up their own high risk pool, but instead lets it up to the feds to establish one for them. Am I wrong?
