Democracy Now! was talking about Farmer-Owned grain Reserves
As a solution to high food prices, which resulted from Goldman Sachs buying up wheat futures in order to drive up demand.

These reserves are basically government giving farmers interest free loans in exchange for the farmer putting a certain amount of wheat in storage.

This is a much better use of tax funds than handing money to big banks.
