ROVE: He has vision, and there’s a question of his discipline. When he was Speaker of the House, he had the vision to — as a Republican leader, to get us into the majority and the vision to sort of give people the big picture to go after. The question was sometimes whether — how consistent he was in keeping people focused on those — on that vision.

Rove, for all his faults, is no doubt a smart and cunning tactician.

I think he's right about Gingrich -- at times, Gingrich did show signs of political brilliance. A party doesn't just win 54 seats in a mid-term election out of sheer luck -- especially if it hadn't controlled the House for 40 years, and for only 4 of the previous 72 years. When you look at the long-time Democratic congressmen that were defeated (Foley, Brooks, etc.), and the fact that no Republican incumbent lost, Gingrich's achievements in 1994 are even more impressive.

If Gingrich had more discipline, and if someone less politically talented than Bill Clinton had been president, much more of the Contract for America might have been passed. Thank God it didn't.
