Signal of distress.
Flying the American flag upside down is traditionally considered a sign of distress, as it is with all national flags. The signal is one that was used primarily in past centuries (pre-1900s), on the high seas by military and merchant marine vessels alike. While the U.S. Flag Code does permit flying the flag with the union down, it specifies only "...as a signal of dire distress in instances of extreme danger to life or property."

22. If you want to attract good people
who know the law and its limits and how to write new law, the job of Congress, then you're going to have to pay them adequately.

So yeah, it would be only temporary, until they either got the point or were replaced by new representation who'd already gotten the point.

17. sadly, the only thing they'll get on minimum wage is a bucketload of bribes.
i'm in the opposite camp. the only way WE, THE PEOPLE will own the congresscritters is if WE, THE PEOPLE pay them a ton of money, enough so they can easily say no to bribes.

in fact, if we had real, generous public campaign financing and serious pay, then at least someone who earns minimum wage would have a shot at becoming a congresscritter in the first place. right now, that chance is nil. of course, once there, washington would likely make them forget their roots, but what else is new.

32. they're not paid nearly "well" enough considering the power of the position
they deal with so much money all around them and most of them can make far more in the private sector. imho, they need to be paid enough so that they don't feel any financial pressure from people trying to influence their votes and actions.

i will say that serious public campaign financing is more important than higher pay (and stronger anti-bribery laws -- i agree that most major campaign contributions are thinly disguised bribes) though ultimately both are important if we want congresscritters to represent US instead of representing (often transient) corporate interests in our districts and states.
