Since the Cold War began, Cuba has been in a diplomatic gridlock with the United States, making it difficult to know how the two countries will work together to deal with the disaster. At this point, Cuba is bringing in experts from Venezuela - an oil rich nation very familiar in dealing with oil disaster containment and clean-up operations.
