If you look at how presidential historians rate him you will see that he was below average but not near the bottom. Rating change over the years. I can remember when Truman was considered a terrible president. Hell, I can remember when Reagan was considered a good president.

First of all, there isn't really a joke there, per se.

Secondly, two things mentioned in his "strip" are the results of long-standing problems caused by arch-conservative, laissez-fail economic policies that pre-date Obama by about a decade or three.

And the "environmental disaster" . . . I'm not sure that's the fault of any president, guy. I think the entity you're looking to blame would be BP for years of cost-cutting and lax safety in the name of mega profits. Remember, this isn't the first oil disaster on BP's watch.
