1. I think he was simply pointing out the hypocrisy of larger lack of equality for same sex couples.

A historical similarity would be blacks being "allowed" to serve in WWII (and doing so with distinction) only to come home and face segregation and inability to drink from a "whites only" fountain.

2. Yes, his reasoning was not hostile, just counterproductive IMO

Maybe letting them serve openly will HELP civilian gay rights. But he's been in the struggle for 45 years, while I don't have a dog in the fight, so I should probably defer.
