2. nice slogan
It's a nice little slogan, as slogans go, I guess. But how would you go about translating that into actual practice? Would you wait until they had actually violated human rights, or would merely being willing to do so qualify? By what standard would you measure 'human rights'? Would there be degrees of violation, and therefore degrees of marginalization? Also, the 'outer fringe' of society means different things to different people. One person's 'outer fringe' might be another person's comfort zone. How would you account for that?

3. Could they just keep rapists and pedophiles in jail?
If they are on parole, search their homes. If they are supposed to register as sex offenders, and they don't, put out a warrant on them.
In an ugly world, can we just draw that line?

It's my peeve.
Those two young women who were murdered in San Diego just recently, were killed by a guy who was living by a school and he was NOT allowed to, by law. No one got on his case and followed up.

Who or what or why? Is it just that we have Prop13th California out of the money to pay for proper parole and sex offender enforcement?

That, and I'm a practical guy. I'm the guy with the hammer and the saw who turns the pretty drawing into an actual useful domicile. So naturally I'm interested in seeing if there is a thought-out plan behind this, or if it's just a catchy phrase.
