Repetition of Rethug talking points in a negative fashion: Senator Casey, you uhhh can't say that you uhhh don't think that the President would not have vetoed that uhhh legislation if he hadn't known the problems with the uhhh Minority Party's filibuster against the motion to table...

More uhhhhhh's than you can shake a stick at...

Be specific. Another reason is that the tendency is to speak too fast for many listeners, so that slows you down.
