please post specifically what your idea is and how it would work.

Please don't say something like "Bring together all of the resources possible" or "use the bully pulpit to shame BP to work harder".

I'm not posting this to be snarky, I'm just looking for some answers. The current response feels really inadequate, but I don't know what solutions are remaining.
