But because there are effectively no planning laws there, the Palins built their original (pretty damn large) house within 15 feet of their neighbor's. Guess they weren't too worried about anyone's privacy when they did that.

Yeah, she's trying to make it sound as if the writer, or his landlord, has done something wrong, or even just new. In reality, nothing has changed, if the property next to her was occupied sometime before. Her massive sense of entitlement makes her think that, while she doesn't have to get planning permission for anything, she should have the right to vet her neighbours.
