1. Govt owned tank farm

During the Viet Nam war (Richard Blumenthal disclaimer) -- I did not serve in Viet Nam, I served during the war in the US. NEVER went to Viet Nam.


Back to my thoughts. I was a low level "GOFER" and "SLJO" at a DOD owned petroleum terminal in CA. The "Plan" assumed nothing worse then the seizing of a valve on a major bulk oil tank. Nothing -- absolutely nothing - on the scale of an oil well blow out.

The worst thing that ever happened on "my watch" was when a hose between a tank ship and a bulk tank broke.

The "Plan" was a "piping and instrumentation" guide, locations of pump cutoffs and circuit breakers, and hundreds of emergency phone numbers.
