Rand Paul is definitely not his dad, at least Ron is capable of having a conversation and answering questions in a relevant manner, but Rand literally avoided Rachel's questions every time and went on about historical events that have nothing to with what they were talking about. I think Rand Paul might be even crazier than his dad.
