The United States works on a Presidential System. With the Bush Administration known to actively and aggressively pursue a Republican majority in both the House and Senate, the Bush Administration could be accused of trying to turn the US' government into a de facto parliament.

The Republican majority in Congress:
Rubber stamped Bush's agenda
Let him do whatever he wanted without oversight
Ignored checks and balances

Yep, definitely a de facto parliament, and sure every President has wanted a friendly majority in Congress, but who before Bush had a guy like Karl Rove to make sure it happened?

Trying to change the core of how our government works is unconstitutional and if it is not an impeachable offense, then it should be.

1. Amendments to the Constitution "transform" our Gov, Laws change the rules - but Rove bypassed both &
went the inherent power route

When Nixon did the same, smiling as he signed the end of the Gulf of Tokien war powers bill, and then ignoring it under his inherent powers,

and when Reagan signed the Boland Amendment ending funding for the Contra funding, and then continued under inherent powers,

the Congress should have immediately impeached, or at least brought a challenge in the USSC.

Indeed Rove has done worse under the same concept - and that concept must be killed.
