The reason why Bush and Cheney did so many horrible things, without any feelings of regret, is because, in all probability, they are psychopaths.
Bush, for example, is well-known to be socially crass, lazy, mean-spirited, and incredibly arrogant. He would use frogs as firecrackers as kids, would be mean to his parents in front of company, bullied other students and bragged about his wealth and family connections...the list goes on.
He signed death warrants for a record number of people while Governor of Texas without batting an eye, and he's proud of it. In fact, he made fun of someone he executed.
And during his illegal Presidency (again, he had no problems having people break the law for him), he believed he was on a mission from God, and didn't care when he did things that were not just extremely unpopular, but also criminal and destructive.
As for Cheney...he has racked up a huge number of lies and self-contradictions. He stated very eloquently and rationally in the 1990s, after the Gulf War, that it would be bad to go into Iraq and occupy it. Yet look how willing to he was to lie America into war. Lie with a straight face, and lie through his teeth.
The thing about Bush and Cheney, is that they are not alone in their ruthless authoritarianism and cold, manipulative deceit. There are plenty of psychopaths in politics, in business, in multinational corporations, etc.
The slogan for them? Probably something like: "Nothing personal, just business."
