It's an economics paper about the share of GDP wasted on private (non-police) security as a function of economic inequality. In short, the less evenly distributed the wealth, the more money is wasted on security guards to protect it.

4. Yup. This particular one got a lot of attention among economists
and has the added merit of being very well written, rather than in dense academic language.
