WEST CHESTER (Chester County, PA)
A Common Pleas Court judge has awarded a teenage girl who was sexually molested by a former Owen J. Roberts School Board member $1.5 million in damages.
Judge Thomas Gavin said in his April 6 ruling that the victim, now 16 years old, faces a life full of difficulties because of the nature of the abuse she suffered at the hands of Keith Fulmer, a North Coventry electrical contractor and a girls athletic coach, and that he should be held financially responsible.

In his ruling, Gavin took the opportunity to criticize the popular media for having devalued and cheapened sex and sexual crimes, and organizations such as Planned Parenthood and the United Nations for having enabled young people to engage in sexual acts before they reach maturity.
"There has been, in my view, an incessant assault on sexual inhibitions and nowhere is this more visible and pronounced than on television, especially in prime time," he wrote. "While crimes against children are usually solved and the perpetrator punished, such crimes are treated as common occurrences. As such it weakens the traditional taboo held of this conduct and serves to break down the barriers inhibiting such conduct."
"Organizations such as Planned Parenthood, the U.N. and others are doing all they can to further undermine and cheapen our sexual mores," he continued, and added his "dismay" at learning that legislation had been introduced in Vermont to allow teenagers to engage in "sexting" — sending graphic images on cell phones.
