All the President would have to do is announce that due to "ireccoconcilable differences" he had decided that they could secede and take one state-either Texas or Alaska-out of the Union. The sole stipulation would be that they would first have to form a representative government and unanimously agree on which state...and that in each year, the Tuesday after election day they could present their unanimous plan.
