1. I wasn't aware that we needed an authorization.
At any rate, they're a bit late, because my take on the situation shows that most of the American people have been upset with Bush Administration policies since January 2001.

3. Bush vetoed it.
His Imperial Incompetency, the Emperor Bush the Frat Boy, vetoed the legislation, passed by both Houses of Congress, giving Americans authorization to feel upset with his policies.

HII cited the principle of sovereign immunity in his veto message. "The people can only be upset if I authorize it," HII said.
