4. Back before ROE v. WADE there were panels (at least in N.Y. State)

to decide whether a woman's life was in danger, so that she qualified to get a legal abortion. Maybe we'll need them again under the HCR, since that and rape or incest will be the only criteria for paid-for abortions. Who will decide whether these criteria are met?

or those who can not afford the new cost because insurance companies are going to raise prices or look for other ways to kill people off - the insurance companies are the death panels and they still will be
