Wait, why is the signing ceremony tomorrow? Isn't the senate vote needed first?
Axelrod seemed pretty sure that the vote might not occur until the end of the week.

1. It has to be law before the Senate can do reconciliation on it.

The house voted on the Senate bill.

(The reconciliation changes come later. They haven't voted on that yet.)

4. The Senate passed this bill in December.
This week the Senate will take up the reconciliation bill that the House also passed last night. I think Obama has to sign this bill first before it can be fixed in reconciliation.

5. The comprehensive bill has been passed by both houses and will be signed
into law tomorrow. The Senate still has to approve the "fixes" to the bill, which are in the separate reconciliation package.

6. The House passed the Senate Bill - that needs to be signed
Now the Senate needs to pass the fixes that the House asked for and passed last night - those will be separately signed. Although there was some kind of agreement that the Senate would pass the House fixes, making sure they have the votes will take some time.

7. The Parliamentarian said you can't do the fixes until the original bill is law.
Obama signs it so the base bill is law. House passed the fixes already. Senate passes the fixes through Reconciliation.

The Reconciliation bill has to pass the Senate. The Senate bill is being signed. The Reconciliation bill will come later, if at all.
