What portions of HCR cannot be passed via Reconciliation?

What portions of HCR cannot be passed via Reconciliation?
I realize that Reconciliation is the way to pass bills that have fiscal impacts. Surely portions of the bill have no gov't impact...such as not excluding people with pre-existing conditions or disrupting insurance monopolies... cannot be passed by Reconciliation.

Anything else significant that would have to passed later and separately?

2. Don;t forget this would amend the senate bill.
So that is the starting point. Almost anything can be weaseled into revenue impact. The no exclusions is in the senate bill - no need to add it via recon.
