I'm sure there's some broad political strategy in all this, but I have a hard time seeing why Obama is pushing reconciliation if he doesn't have the votes for it.

Maybe he just thinks it's the right thing to do, but there's usually some political calculus involved in anything that is done in DC, and I'm having a hard time seeing it here.

House operates solely on Majority rules.

13. As I understand the plan...
The House would pass the Senate Bill, without change. The Senate would pass revisions using the Reconciliation Process. The the House would pass the Reconciliation Bill. Then The final Health-care bill gets signed by the President.
