The Joint Terrorism Task Force arrested Paul Ross Evans Friday in connection with a pipe bomb found at Austin Women's Clinic.
Evans, 27, was arrested in Austin and will face federal charges, including using weapons of mass destruction.
Evans was on parole at the time of arrest and was placed in federal custody.
Investigators said the homemade explosive was made with two pounds of nails, a propane cylinder and a rocket motor to set it off.

Police have arrested a suspect in connection with two armed robberies and some burglaries that happened Wednesday morning in Lufkin.
Paul Ross Evans, 22, of Lufkin was arrested by Montgomery County Sheriff's officers at a hotel in Humble, near Houston, Thursday night. Lufkin Police believe he's responsible for holding up the Total Convenience Store on South First Street and the Whataburger on North Timberland around 4 am Wednesday morning.
Both times, the robber was caught on surveillance videotape. Lufkin police had already questioned Evans earlier this week as a possible suspect.
Authorities in Montgomery County found Evans in the hotel in Humble after he was involved in an car accident. Evans remains in a Houston hospital with injuries he suffered in that accident.
