However, from the reports I've read/seen Flanagan did not because he was held at a different facility.

I'm still thinking they've separated Flanagan from the other three because they know he'll be the most likely to turn on the other three.

Several years ago when I was working at a county sheriff's office, some prominent wealthy Republican woman refused to answer all of the "intrusive" questions on a questionairre when she was summoned for jury duty. Judge sent her to jail for contempt of court. Her jail time consisted of sitting on the sofa in the sheriff's personal office while they did all the paperwork, took her fingerprints and mug shot, and trotted out of there on bond in about an hour. Contrast that to all the nobodies who sit on the floor in a very cold holding cell for HOURS until they finally manage to get all the paperwork done.

I lived in New Orleans for many years(until 1994) and St. Bernard parish is a bit of a distance from New Orleans (Orleans parish).
