civil war will take place. It's much simpler than that.
40% of Mexico's economy is based upon proceeds from it's nationalized oil industry (which is written in to it's constitution). Canatrell is that largest field it has. It provides as much oil to us as Saudi Arabia. However, that same field is in drastic decline at a rate now of 15% a year. In three years, the various crooked gov't officials of Mexico won't be able to line their pockets any longer (so they might take off to lands unknown) and the various services that that same 40% provides will have to be reduced.
When the Mexican gov't floated the idea of privatizing the oil industry the people went nuts. Sighting that they don't want to change their constitution and take money out of their pockets and put it into the pockets of multinational oil corps (that's just plain laughable considering the amount of governmental graff that is going on right now). So in order to figure out a way to get more fuel for the nation, the then panicked gov't floated the idea of using ethanol. The people once again went nuts. Just on the idea of using ethanol fuel, sent the price of corn through the roof and the people staged massive protests in Mexico city.
So what to do? Can't privatize, can't make ethanol...
it gets worse.
the price of corn is now going up in Mexico anyway. Why? because the U.S. is the largest exporter of corn to Mexico. They get 20% of their corn from us. however, here is the rub, moron* wants to increase ethanol production by, wait for it, 20%. And since the ramp up for this colossally stupid idea is now happening, the shipments to Mexico have started costing more.
One solution was to put a progressive in the Mexican gov't, whoops! That didn't happen because the conservative that is currently holding court is a moron* buddy. Moron* already reeling from all the people in central and south america actually voting and getting their voices heard put Left Wing candidates in office. Now moron* couldn't have that happen in Mexico, because people here would see positive things happening down there and wondering why we couldn't have the same, after all Mexico is a third world country.
So faster than you can say voter fraud, in goes dibol with there little preprogrammed election machines and poof you have a conservative prez.
What am I leading to? If a lefty was elected, he would conduct investigations into graff and bribery. Thus freeing up funds for oil exploration, thus cutting out the eventual take over by privatization.
So there you have it. No oil, no ethanol, no exploration, but continued bribery and graff.
So when the people sit in the dark hungry, it will no doubt leads to bad things.
