Bishop Thomas Tobin, who banned Conressman Patrick Kennedy from Communion,
doesn't understand the the teachings of his own Church!

From the Catechism of the Catholic Church:

1782 Man has the right to act in conscience and in freedom so as personally to make moral decisions. "He must not be forced to act contrary to his conscience. Nor must he be prevented from acting according to his conscience, especially in religious matters."53

1. saying a bishop doesn't understand the teachings of his church
is like saying the sun rises in the east.

2. The sun does not rise, the observer moves, as the church discovered late in the game.

3. Willful Ignorance not the same as lack of understanding..
Seems that there is a lot of selective use of teachings going on with most of the religious reactionaries who have a very set agenda.
