Congress shall make no law that applies to the citizens of the United

States that does not apply equally to the Senators or Representatives,

and Congress shall make no law that applies to the Senators or

United States

And another should make it illegal for them to accept anything except public money for campaigning.

2. Actually, the Constitution does give them some benefits that we mere citizens don't have.
Under the Constitution, members of both houses enjoy the privilege of being free from arrest in all cases, except for treason, felony, and breach of the peace. This immunity applies to members during sessions and when traveling to and from sessions.

Other than that, the laws do apply to them as a matter of law.

The laws do apply to them. Where there may be a problem is that Congressmen and Senators are less likely to be investigated for illegal behavior. (Senator Ensign's case is a perfect example. He is known to have violated several laws in paying off his lover's family. There is no investigation by the Justice department.) The same is true for the wealthy and well connected. Those with money or power have an inherent advantage when the cross the law boundary. But that is not the fault of the laws or the Constitution. It is the people that screw things up.
