1. Depends on what the other strategy is.
Not just about troop amounts.

I'm a little confused about why there was such an effort by the administration to deny the numbers first requested when this figure seems insignificantly different.

3. Not really.
They started at 80,000. That was physically impossible. 40,000 is the number of combat ready troops we have left. I guess Obama decided he would want keep 5 or 6 thousand here just in case?
