seriously were they really doing something so transparent? And could you detect a difference in Gonzo's manner after a cough signal was received? Did any of the senators appear to catch on?

Don't mean to ask so many dumb questions but I can't believe that even this gang of fuckups would resort to such a juvenile method of transmitting instructions. We did something like that in the 6th grade to signal answers to a true/false test. Of course we were all caught (actually the "cougher" was and he ratted out the rest of us) and flunked the test.
