while Landreau is recovering from being roughed up and read the riot act in the hallways by progressives. Doctors on call.


Cantwell talking about increase in premiums, insurance industry profits and what will happen if we do nothing. Unsustainable- the word of the day.

arguing for value of public option. provision for States able to negotiate for lower costs- Washingtion state experience: 30-40% cost reduced- Costco model

3. "fee for service loop" Doctors paid on volume- cost spiral out of control
700 billion spent on unnecessary test, procedures, uncoordinated care, longer hospital stays etc...

what does legislation do? Changes way reimburse for health care. "Value not volume." Lower costs better results. Bill has outcome incentives.

heard from constituents- influenced her decision to vote. Clear to her doing nothing not an option, or waiting any longer to find other solutions.

reforms must be implemented carefully and properly. Small business told her these reforms needed- need costs lowered, simplicity, predictability. so they can focus on Creating jobs..

She's giving the bill a strong endorsement.

LA per capita income abnormally inflated- made it seem like LA was like CT- state still poor. Not defensive about asking for support for state- (i'm assuming the RWer claimed she's voting for cloture because of support for state). not reason she is moving toward debate.

limits amount of money that goes to ins. co profit, advertising, overhead- 20% max.

in Minnesota 91% of premium goes to actual health care
other areas only 60% goes to health care.- we need to do better for the country

Millions of ads in AR bought by outside groups to influence her on debate and threaten her seat.

job to represent state and constituents. No easy fix. Build on what is working and not turn away from problems.

does not support robust public option- worried about taxpayer bailout of plan down the road. (yah RIGHT..)

wants market based exchange.

doesn't agree with everything in bill, but voting for Cloture to continue to debate issues!
trashing republicans for being obstructionists

wants to limit federal spending- pressing on value of non-profit exhanges. (of course the CBO scored the PO as saving money- so this is a weak argument)
